Duaine Cross Norwood, 80, of Paris died Saturday, Oct. 28, 2000, at herhome.Services will be at 1:30 p.m. Tuesday Oct. 31, at Gene Roden's FuneralHome Chapel with the Rev. Gaither Day, the Rev. Doug Miller, and the Rev.Ray Starnes officiating. Burial will be in Evergreen Cemetery. The familywill receive friends from 7 to 8 p.m. Monday at the funeral home.
Mrs. Norwood was born Aug. 9, 1920, in Paris to Duain S. and Lillian B.Kimball Cross. She married Gyles D. Norwood, June 9, 1940.
She graduated from Paris High School in 1937 and attended Paris JuniorCollege She was employed in the office of Lamar Creamery in Paris from1938-39, headquarters office of Southland Cotton Oil Co., 1939-1945; andassisted her husband in Norwood Bookkeeping & Tax Service from 1957-1990.She retired Aug. 1, 1990.
She was a member of First United Methodist Church where she was a formerworker in the Junior High Department and MYF, former member of UnitedMethodist Women and Couples Class and Golden Rule Class and former memberof Mary Emma Bible Club. Mrs. Norwood was a former member and pastpresident of Paris Jaycettes, 1950-51; former member of Texana StudyClub, was active in Fourth Ward Parent Teacher Association, 1951-1959having served as secretary, program director, and president for twoyears. She was a Life Member of Texas Congress of Parents and Teachers.
She is survived by her husband; son and daughter-in-law, Gyles R. "Dick"and Patricia P. Norwood of Fredericksburg, Va.; a grandson, Richard KyleNorwood of Fredericksburg, Va.; cousins, Mrs. Raymond (Janice M.) Youngerof Waco, Rebecca M. Robison of Oklahoma City, Okla., Ed Kimball ofCalifornia, Judye Saffle of Paris, and Ralph Kimball of Las Vegas, Nev.
Pallbearers will be Norman F. Montgomery Sr., Norman F. Montgomery Jr.,Raymond Wunsch, Dr. J.R. Jackson, Dr. Robert Moseley, Zack Saffle, MarkMcDowell and Roy Phillips.

Thomas Shelby Justiss was a longtime educator in Paris, Texas. He beganteaching school in 1922 at Paris High School where he taught chemistryand physics. In 1931 he became principal of Paris High School until 1946when he became superintendent of all Paris schools.

Information from THE HISTORY OF THE SCHOOLS IN WEST PARIS 1884-1984, byDebbie Burks, 1984, Page 40: 'Born November 18, 1900, at Howland, Texas,Thomas Shelby Justiss attended school for ten years at Howland. He hadplanned to attend Paris High School his last year since only ten of therequired eleven years were offered at Howland. However, the Great Fire of1916 had made space scarce for high school classes as well as livingquarters. At the suggestion of a Baptist minister friend, he finished hishigh school work at Burleson College, a Baptist college at Greenville,Texas. *Mr. Justiss completed his freshman college year at Burleson.Moving with his family, he attended George Washington University inWashington, D. C., and Southern Methodist University in Dallas. When hisfamily returned to Lamar County, Mr. Justiss decided to join some of hisfriends at Baylor University in Waco, Texas, where he earned a B.A.degree in political science in 1921. He later earned a M.A. degree ineducation from the University of Texas at Austin in 1937. *Wanting to bea lawyer, Mr. Justiss looked for a job for a year after completing hisbachelor's degree. Even though he did not have a teaching certificate, hefinally decided to go see Professor J. G. Wooten, superintendent of Parisschools. In Mr. Justiss' own words, he approached Mr. Wooten 'with fearand trembling.' Mr. Justiss was not notified that he had been hired, nordid he even sign a contract. He knew he would be teaching when he saw hisname in the newspaper in the list of teachers for the coming year. Whenhe reported to Paris High School he learned his assignment--eight classesof freshman algebra. At the end of the first month, he found his salaryto be $111.11 with a take-home pay of $99.99. (Even today, Mr. Justisslaughingly says he has always felt they cheated him out of that extrapenny!) He later taught geometry, physics, and chemistry at the highschool. *In the fall of 1931, Mr. Justiss was elected as principal of thehigh school. The next fifteen years were, as he says, 'probably thehappiest time of my life.' Mr. Justiss became acting superintendentAugust 18, 1946, following the resignation of Mr. Chamness to become thefirst tax assessor-collector for the school system. Mr. Justiss was namedsuperintendent later in the year. Early in his tenure, he moved thesuperintendent's office from the high school to the American LegionBuilding. *A man of intelligence, Mr. Justiss was congenial,understanding, considerate, and very much interested in the welfare ofco-workers and students. During his superintendency, he oversaw thebuilding of the newly-consolidated T. G. Givens Negro Elementary School,the formation and building of Travis and Crockett junior high schools,the desegregation of the Paris school system, and the beginning of plansfor the consolidation and building of a new elementary school in WestParis. *This new school was under construction when Mr. Justiss announcedhis retirement. On June 11, 1968, the Board of Trustees presented aplaque to Mr. Justiss 'for his long and diligent services as a teacher,principal, and Superintendent of the Paris Public Schools,' The boardunanimously voted to name the new school the 'Thomas S. JustissElementary School.' Mr. Justiss retired August 31, 1968, having signednearly seven thousand diplomas during his forty-six year career ineducation. *Mr. Justiss has been active in civic and community affairsthrough the years. He is past president of the Noon Lions Club, the LamarCounty Chapter of National Foundation for Infantile Paralysis, andDistrict VIII Texas State Teachers Association. He has served on theBoard of Trustees of the Paris Public Library. He has been chairman ofthe Board of Directors of the Paris and Lamar County Community Chest. Hehas also been involved with the March of Dimes, Cancer Fund drives, andthe Chamber of Commerce. In the Masonic Lodge, he is a Scottish and Yorkrite and Knight Templar. He is a member of First Baptist Church where heserved as deacon and taught a men's Sunday School class for twenty-fiveyears. *A son of T. F. Justiss who served as mayor of Paris for twoterms, Thomas S. Justiss married Miss Kathryn Means in 1925. They haveone son, Thomas S. Justiss, Jr., of Fort Worth. They also have fourgrandchildren and one great-grandchild. In 1959, Mr. Justiss made thestatement, 'I like Paris and Paris people.... There are no finer folks onearth and I am happy to be among them.' A dignified gentleman ofeighty-three, Mr. Justiss is still held in high regard. Mr. DeeCunningham, long-time principal of Paris High School, seemed to sum uphis life, 'There never was a finer man that ever lived than ThomasJustiss.' *Page 14: Thomas S. Justiss Elementary School- Plans for a newelementary school for West Paris had been under way for some time beforethe school opened in January, 1969. On September 20, 1963, property hadbeen purchased from Harry R. and Irene Walker for $22,000. Locatedbetween Nineteenth and Eighteenth N.W. streets, the site was to the northof Graham Street, a portion of which extended to Shiloh Street. Theaddress of the new school was 401 Eighteenth N.W. Street. Although thebuilding faced south, the property was not bordered by a street in thatdirection. Nineteenth Street was a rural postal route while Eighteenthwas a part of regular city delivery. Therefore, the Eighteenth Streetaddress was assigned to the building. *While the school was still underconstruction, Mr. Thomas S. Justiss announced his retirement assuperintendent. On June 11, 1968, the board of trustees presented aplaque to Mr. Justiss 'for his long and diligent services as a teacher,principal, and Superintendent of the Paris Public Schools.' At the samemeeting, the board voted unanimously to name the new school the Thomas S.Justiss Elementary School. *Justiss opened January 2, 1969, as aconsolidation of Rosa Pearson and Graham schools. Graham had previouslyabsorbed the enrollment of J. G. Wooten School which had closed in 1964.Due to desegregation, Baldwin Negro Elementary School closed in May,1969. The students of Baldwin were given a choice of attending T. G.Givens Negro Elementary or Thomas Justiss. The integration process wascompleted in November, 1970, when T. G. Givens closed as an elementaryschool. Those students living within the Justiss boundary lines weretransferred to the Justiss campus while all the system's kindergartenclasses were transferred to T. G. Givens. Later, in 1974, the sixth gradestudents at Justiss were transferred to Travis Middle School. That moveleft Justiss, originally housing kindergarten through grade six, withfive grades as it is today. *J. J. Fletcher, principal at Rosa Pearson,became the first principal of Justiss. Robert White, principal at Graham,was selected as vice-principal. The official open house for Justiss washeld at 2:00 Sunday afternoon, March 2, 1969. Ending a forty-two yeareducational career, Mr. Fletcher retired at the end of the school term.Mr. White, elected as principal, served until 1972 when David Ingrambecame principal. In October, 1977, Mr. Ingram was promoted to AssistantSuperintendent for Curriculum and Instruction. At that time Mrs. ElaineBallard became principal. Jesse Mathis served as assistant principal fromAugust, 1980, until December, 1981. *On September 1, 1982, Mrs. Ballardbecame acting superintendent. Loren Stephens, who had begun as assistantprincipal a few weeks earlier, was promoted to acting principal. On July1, 1983, he officially became principal of Justiss. In 1983, Mr. Stephenswas joined by a part-time assistant principal, Robert High. Mr. High isalso assistant principal at Crockett Middle School. *A number of changeshave taken place at Justiss Elementary in recent years. A growingenrollment and expanded program necessitated the addition of threeportable buildings to the east side of the campus in 1980. A counselorwas added to the faculty that same year. The library was expanded in thesummer of 1982, and the office was remodeled in 1983. Although theenrollment is not as high as it has been, school spirit has been growingthis past year with attendance contests and Justiss T-shirts. Displayingthe school colors, the familiar green and white T-shirts are a symbol ofthe pride of Thomas S. Justiss Elementary School. *Page 67: At leastfifteen men have served the high school as principal. With the earlyrecords incomplete, the exact number is not known. Dr. W. S. V. Siebertwas the principal of the high school in 1890. He was followed by E. L.Dohoney, Jr. in 1892. J. P. Downer became principal in 1901. Frank B.Barry and then Albert S. Otto served as principal before Mr. Downer againfilled the position around 1908. Mr. Dohoney began his second term ofservice in 1913, followed by W. H. Norwood in 1919. George Simpson becameprincipal in 1920 and was followed by B. E. Masters in the spring of1921. *A. H. Chamness assumed the position of principal of the highschool in 1926. When he was promoted to superintendent in 1931, Thomas S.Justiss became principal. In 1946, Mr. Justiss also was promoted tosuperintendent.'
